Body found in marina ID'd as Belfair man charged with child porn

BREMERTON — The body found floating near the Bremerton Marina Tuesday was identified as a high-profile Belfair man charged with possession of child pornography last week.

Frank Edward McDonald, 52, apparently killed himself, according to a statement from the Bremerton Police Department.

He was released from the Mason County Jail on Friday without bail following a hearing before Superior Court Judge Toni Sheldon.

McDonald’s body was recovered by Bremerton police and fire department along with Navy personnel at around 11:30 a.m.

McDonald was a volunteer fire captain and an elected commissioner of Mason County Public Hospital District No. 2.



Detectives from Mason County, the Seattle Police Department and the Squaxin Island Department of Public Safety served search warrants to McDonald at his workplace at the Seattle Municipal Building Thursday in addition to his Belfair residence. McDonald was a manager for Seattle Public Utilities.

Investigators were led to McDonald after receiving a tip from the National Center for Missing and Exploited Children. The tip said that in December a person in Belfair had twice uploaded images of minors engaged in explicit conduct from the Internet to a mobile device, according to a statement.

The tip indicated that the specific Verizon IP address, email address and electronic mobile device were registered to McDonald, documents said.

Multiple search warrants investigating the tips led investigators to McDonald, the statement said.

In an interview with investigators, McDonald said he lives alone and may have uploaded or downloaded pornographic images involving children, “but he was always looking to view and upload/download those that are 18 years old or older,” according to a probable cause statement submitted to the court.

During a search of McDonald’s residence, detectives found printed-out images of pornographic material involving children, according to the documents. ..Source.. by KitsSun



Mason County man charged with child porn apparently kills self

A man who was found dead in the water near the Bremerton marina on Tuesday morning had been charged one day earlier with possession of child pornography, according to law-enforcement sources and court records.

Investigators say the death appears to have been a suicide.

Frank E. McDonald, 52, of Belfair, was charged in Mason County Superior Court on Monday with three counts of first-degree possession of depictions of minors engaged in sexually explicit conduct, court documents show.

In the declaration of probable cause, prosecutors alleged McDonald downloaded pictures of children engaged in sexual acts with adults on multiple occasions. Prosecutors also said police found printed copies of such images in McDonald’s home.

The charges were filed after an investigation sparked by information from the National Center for Missing and Exploited Children, which reported in January that an IP address registered to McDonald had uploaded known images of child pornography on multiple occasions in December.

The Kitsap County Coroner’s Office said the cause and manner of death are still under investigation. ..Source.. by Christine Clarridge
